TimeOut Problem In WCF or Web Service

When I am learning WCF services the first problem I faced is with the TIMEOUT.
I done everything correctly but the service is not running.
I googled about the problem.
Long looong posts about this problem.
Completely confused, hated WCF.
But,


Atlast, Disabling My Firewall & Antivirus solved my problem.
Then onwards everything went smoothly..
